EDWARD L. SNODGRASS, P.E.
BACKGROUND
Prior to forming Benchmark Design
Group, LLC (Benchmark),
Mr. Snodgrass was an owner of Adams Consulting Engineers, Inc. (ACEI).
He began his time with this firm in 1992 in the capacity of Project
Manager. At the end of his career he was Sr. Vice President-Engineering
in charge of the corporate office. He has an extremely strong background
in State and Municipal work. Prior to joining ACEI Mr. Snodgrass
worked for the Texas Department of Transportation (TxDOT) as an engineer
with the Greenville, Texas Area Engineer’s office. His primary
function at this position was a design engineer. He later moved from
this position to become an engineer with the City of Tyler Engineering
Department. While with the City of Tyler, his primary function, other
than the design of public works projects, was the administration
of all Capital Improvements Projects (CIP) contracts during construction
which were bid through the City.
He has been a Project Manager in charge of a variety of Civil Engineering
projects. He has also been responsible for numerous hydraulic issues
which needed direct design or a registered engineer's opinion. Throughout
his career, Mr. Snodgrass has been a key member in the planning,
design and construction process of numerous high profile projects
in both the private and public sectors. He has attended numerous
continuing education courses; most notably: Wetlands and 404 Permitting – 1998
and 2004 (Dallas, TX and Cincinnati, OH), Urban Stormwater Management
Workshop (Tampa, FL. and Nashville, TN.), Industrial Pretreatment
(Houston, TX.), HEC-2 school (Austin, TX.), Underground Detention
Design for Stormwater Management (Dallas, TX) and Project Designer
Accreditation Training (Tyler, TX) as required by AHERA 40 CFR 763.
PROJECT EXPERIENCE
- Design of six bridges and bridge size culverts on numerous F.M.
roads throughout Hunt County while at TxDOT.
- Residential, collector and arterial streets design, with all
associated hydrologic and hydraulic analysis and design.
- Pounds Field Airport: Repairing and/or overlaying every runway
and taxiway, design entrance road, and parking lot improvements.

J. GREG MITCHELL, P.E.
BACKGROUND
Mr. Mitchell joined Benchmark
Design Group (Benchmark)
in February 2004 as a Project Manager. Currently he is the lead design
engineer on a variety of civil and municipal projects.
Prior to joining Benchmark, Mr. Mitchell worked for Adams Consulting
Engineers, Inc. (ACEI) as a Design Engineer. His experience there
included a variety of projects from schematic layouts to final civil
construction drawings and specifications with a focus on roadway
and stormwater design.
Mr. Mitchell’s past experience also includes working 2 ½ years
for Baskerville-Donovan, Inc. (BDI) in Tallahassee, Florida. While
working for BDI, he worked on numerous roadway projects, focusing
on the design of stormwater conveyance systems and stormwater management
facilities. The projects include work for the Florida Department
of Transportation and various municipalities.
While at Benchmark, he has prepared numerous subdivision layouts,
subdivision designs, and infrastructure designs for water, sewer
and stormsewer. He has also designed multiple site developments for
commercial, retail, office and mixed use developments. Additionally,
he has designed some transportation projects that this office has
produced. Mr. Mitchell has a vast knowledge in hydraulics and hydrology.
He has analyzed and designed many systems, both large and small.
He has prepared flood studies with accompanying reports. Greg is
in charge of the design staff and monitoring quality control.

MARVIN G. SNODGRASS
BACKGROUND
Mr. Snodgrass has an extensive background
in the engineering, construction, and customer service industry.
Prior to joining Benchmark
Design Group, LLC (Benchmark), he served in the United States
Air Force and worked at Tyler Pipe as a construction electrician.
He then spent 27 years with T. U. Electric in Gainesville, Sulphur
Springs, Mesquite and Paris, Texas as District Engineer and Customer
Service Manager in charge of engineering and marketing. Subsequently,
he obtained his real estate license and sold over 5 million dollars
worth of commercial and residential real estate in the East Texas
area for Coldwell Banker United Real Estate (formerly Pirtle Real
Estate).
His expertise in the engineering, development and construction
fields gave him the experience to develop residential subdivisions,
and build and/or remodel a number of residential houses.
As Construction Manager, he demands organization, attention to
detail, an ability to see the “big picture,” and an understanding
of all facets of the construction process. He is the intermediary
between our clients, the design team, and any regulatory personnel.
The wide range of responsibilities that he faces means that he has
a wide variety of skills and knowledge, standard construction techniques,
blueprint reading, budgeting, and purchasing.
Typical construction administration activities that he performs
includes site observations, coordinating with contractors, bid administration,
answering requests for information (RFI’s) and reviewing monthly
pay requests. Additionally he will provide random observation of
water and sewer utilities construction, provide random observation
of curb/gutter, paving, and drainage features, provide contract administration
with Client and contractors, and coordinate with contractor to provide "as-built" drawings.

LISA L. EVANS
BACKGROUND
Mrs. Evans joined Benchmark Design Group (Benchmark)
in June, 2004 as an Office Manager. Prior to joining Benchmark, Mrs.
Evans worked at the Lindale Independent School District substitute
teaching- grades 1st through 12th. Her primary assignments were to
fill in for long-term teaching and office staff. Prior to that, she
worked for Pension Financial Services in Dallas, Texas. She was responsible
for stock loan, daily DTC settlement, settling all broker to broker
trades, DVP trades, various government trades, and wires incoming
and outgoing. Also responsible for pledging securities for collateral
or releasing stock that had been pledged to cover the firm’s
settlement for each day. Prior to that she worked for May Financial
in Dallas, Texas. She was a sales assistant assisting in marketing
functions and customer relations on behalf of veteran stockbrokers.
Additionally she would coordinate trades between customers and brokers,
and administer all company policies. Previously she worked for Weber
Hall Sale & Associates in Dallas, Texas. She was responsible
for all types of stock transfers including: customer name, DTC, and
legal transfers, completing replacement of lost certificates, all
stock receipts, restricted stock, and internal audit of stock locations.
While at Benchmark, she monitors the daily functions of the office
employees. In the accounting department she handles the data entry
of timesheets, utilizes a software program to assign time to jobs,
then ultimately produces invoices for each project. Typical administration
activities that she performs includes payroll, accounts payable,
accounts receivable and reconciles Benchmark’s books. Additionally
she prepares Storm Water Pollution Prevention Plans (SWPPP’s)
which includes the NOI and data forms. She is also responsible for
preparing and assembling contract documents.
